Traffic Study Results
Summary
Here is the information provided to us based on the traffic study:
We have completed some recent speed studies, for Newnan Lakes Dr, Newnan Lakes Blvd, and Cliffhaven Cir.
I have attached the summary reports for your review. I included some older studies too, for an historical perspective.
From the summaries, the data collected do not indicate speeding issues. We look mostly at the 85th percentile speed. If the 85th percentile speed data are within 10 MPH of the posted speed limit, it would be considered acceptable.
The 85th percentile speed is defined as, “the speed at or below which 85 percent of all vehicles are observed to travel under free-flowing conditions past a monitored point.” Another way to consider this is the speed at which only 15% of traffic violate on average.
Traffic engineers use the 85th percentile speed as a standard to set the speed limit at a safe speed, minimizing crashes and promoting uniform traffic flow along a corridor.
The statutory speed limit for local streets in Newnan is 25 MPH. Using the 85th percentile speed on Newnan Lakes Blvd, one could support posting the speed limit for Newnan Lakes Blvd at 30 or 35 MPH, given there are only a handful of houses with driveways on that street.
Newnan Lakes Blvd functions more as a residential collector for the various neighborhoods in Madison Park/ Newnan Lakes.
Another important measure is the volumes. All three of these streets have low volumes, to be expected on local streets. A vehicle count of 400 is considered low volume. The low volumes on Newnan Lakes Blvd would indicate that street is not being utilized as a “cut through”.
